Mr. President:

One further comment from Tehran re Human Rights Conference impact of Roy Wilkins is worthy of note:

“Much of what has been said here so far has been predictable. Major change from anticipated scenario, from our standpoint, has been virtually complete absence of criticism of U.S. over its racial problems and policies. We attribute this to Wilkins’ statement and presence. Needless to say, it greatly facilitates our task. We believe impact of Wilkins’ activities will continue to be felt throughout Conference.”
