183. Editorial Note
The President’s Foreign Intelligence Advisory Board (PFIAB) was established by Executive Order 10938 of May 4, 1961, to “advise the President with respect to the objectives and conduct of the foreign intelligence and related activities of the United States which are required in the interests of foreign policy and national defense and security.” (26 Federal Register 3951) According to Clark Clifford, Chairman of PFIAB from April 1963 until the beginning of 1968, President Johnson met with the Board less frequently than President Kennedy had, but relied on individual members to fulfill special missions in various parts of the world.
