58. Memorandum From the President’s Special Assistant (Rostow) to President Johnson1

I recommend your approval of this determination permitting the internal transfer of AID funds in support of expanded administrative expenses in AID’s Vietnam program.2

The amount involved is $5 million. Congress authorized AID to transfer up to that amount from its Supporting Assistance account to its Administrative Expenses account in FY 1966; in compliance with the Foreign Assistance Act you approved a determination in June, 1966 that the transfer was necessary for the purposes of the act.

Congress authorized the same procedure for FY 1967, subject again to your determination that it is necessary.

BOB has verified AID’s continuing need for this internal transfer.3
