279. Letter From Secretary of Commerce Connor to the Under Secretary of State for Economic Affairs (Mann)1

Washington, July 23, 1965.

Dear Tom:

Thank you for your letter of July 162 requesting a meeting of the President’s Cabinet Textile Advisory Committee to consider the wool textile import problem.

In light of the attitude of the major wool textile exporting countries, and in particular that expressed by the Japanese Government over the last two months, toward a multilateral approach to the problem, I agree that we need to reexamine what possibilities are available to the United States for a solution to this problem in present circumstances. We can certainly anticipate that the Legislative Branch as well as the industry group will continue to press the Administration for action.

I understand that the State Department has some thoughts on how the United States might proceed with the wool textile import problem in view of the present international climate and is in the process of preparing some material for the Committee. Meanwhile, we will try to put down some thoughts of our own. This would provide us with the framework for a full discussion of the various alternatives at a meeting of the Cabinet Committee, which could then be held as soon as is convenient for the members.
