19. Memorandum From the Administrator of the Agency for International Development (Bell) to Secretary of Defense McNamara1
Dear Mr. Secretary:
We have reviewed the adjusted FY 1965 Military Assistance Program attached to General Wood’s letter of October 13.2 I approve herewith for implementation grant programs totaling $1,107.7 million, inclusive of the $440.9 million in approvals given to date in MAP 65–1 through 65–3 under Continuing Resolution funding authority. This amount also includes $16.0 million which, together with $24.9 million of anticipated receipts to the MAP Credit Assistance Account, provides $40.9 million to finance directly or via guarantee authority interim programs of credit assistance sales that currently total $122.3 million.
With the exceptions noted in Annex No. 1,3 individual grant program figures are in conformity with the Total Adjusted Program figures presented in Tab A to Mr. McNaughton’s memorandum (I–28,283/64) dated October 2, 1964.4 Individual credit sales figures approved are in conformity with the data appended to the memorandum from the Deputy Assistant Secretary of Defense/ISA (ILN) dated October 14, 1964 (I–14983/64) and amendments thereto.5
The program values approved for Greece, Turkey, Iran, China, and Korea in Annex No. 1 are considered interim and minimal levels, to be augmented to the extent possible from funds now placed in reserve, any savings generated by drop-outs from FY 1965 MAP, and by transfer from the Foreign Assistance Act Contingency Fund or from other authorized sources. Reconsideration of the FY 1965 MAP levels for these countries will follow a forthcoming review of total fund availabilities and of these or other priority claims that may be identifiable at that time.
