152. Editorial Note
On March 13, 1964, Secretary of State Rusk, accompanied by Under Secretary Ball, testified on East-West trade before the Senate Foreign Relations Committee. A detailed draft outline of the Secretary’s testimony, prepared in S/P on March 3, is attached to a March 3 memorandum from Edward Fried to Springsteen. Rusk and Ball’s entire testimony was subsequently published in East-West Trade: Hearings Before the Committee on Foreign Relations, United States Senate, Eighty-eighth Congress, Second Session (Washington: Government Printing Office, 1964), Part I, pp. 2–42. Part II of these hearings took place in February 1965.
