274. Editorial Note

On February 8, 1965, the United States and other Contracting Parties to the General Agreement on Tariffs and Trade (GATT) signed a protocol amending GATT to introduce a Part IV on trade and development. The signatories provided that a Part IV comprising three new articles would be inserted after Article XXXV. The agreement also added notes to Annex I of GATT. These additions set forth legal and contractual principles that were designed to facilitate progress of less-developed nations toward rising standards of living and sustained economic development through the growth of their export trade.

Following acceptance by two-thirds of the Contracting Parties, Part IV entered into force de jure on June 27, 1966. For text, see 17 UST 1977; 572 UNTS 320.
