164. Message From President Johnson to the President’s Special Assistant (Califano)1
Point two of the Ackley memo which begins “through the first three quarters of 1967, the deficit widened,”—which you transmitted and I received Saturday, December 23, 02302—plus the first paragraph only of third point that follows, plus all the points in Paragraph Four should be outlined by you or Fowler to Mills over the telephone—repeat, on the [Page 473] telephone, not in wire—and let him chew on this for the next day or two before I return. Every effort should be made to get Fowler, Ackley and company in complete agreement. This will be difficult, but you can handle tough assignments. See you Sunday.
