299. Memorandum of a Telephone Conversation Between the Secretary of State and the Director of Central Intelligence (McCone)1
Washington, August 6,
1964, 1:10 p.m.
TELEPHONE CALL FROM MR. McCONE
Sec said his secure phone was not buttoned up and he would have to talk to M on this one. M said he had gone into the question of the use of some of the sensitive information to prove the night attack [Page 646] and disprove Hanoi’s allegation that it did not take place; it just cannot be used; we will have to have eyewitness accounts and things of that kind.
