189. Editorial Note
At a meeting of the Special Group on September 19, 1963, William Colby of the Central Intelligence Agency referred to a detailed review of Agency operations in several areas including China and Tibet. According to a memorandum of the meeting by Thomas A. Parrott, Colby stated that the review had shown those activities were “not especially productive.” The memorandum continues: “Therefore, the responsible operators have come to the conclusion that probably a change of approach is indicated. This would restrict targets to those of real significance, and would provide sufficient agent forces to accomplish the objective.
