50. Editorial Note
At 10 a.m. on June 28 President Kennedy held his 13th press conference. Among the prepared statements that he made at the beginning of the conference was one on Germany and Berlin in which he stated that the crisis over Berlin was Soviet-manufactured. The President went on to say that there was peace in Germany and Berlin, and if it were disturbed, it would be the direct responsibility of the Soviet Union. In response to questions, the President indicated that the United States would consult with the British and French and that no plans concerning Germany or Berlin had been finalized.
