33. Memorandum From President Kennedy to Secretary of State Rusk0
Washington, January 31,
1961.
It seems to me important that our efforts to organize support along the lines discussed last week should proceed as quickly as possible. I have suggested to Bundy that he get in touch with Mann and ask him for a report before the end of the week on the ways and means by which these negotiations might be conducted more quickly. At last Saturdayʼs meeting1 Mr. Mann suggested it might take up to six weeks. This seems to me an excessively long time. Can we do anything about it?
