200. Editorial Note
A memorandum for the Special Group charged with responsibility for fostering insurrection in Cuba (Operation Mongoose), May 31, 1962, noted that at its meeting on March 22, Attorney General Robert Kennedy had asked “what would be an appropriate course of action for the United States to take in the event that the Soviets establish a military base in Cuba.” The memorandum noted the Department of Defenseʼs concern over the issue and proposed that each participating agency prepare a written response to Kennedyʼs question.
