80. Editorial Note
On February 22, 1962, Secretary of State Rusk presented an address at Davidson College in Davidson, North Carolina, in which he spoke of United States interests in South Vietnam. He stated that “the United States has no national requirements in that area.” Rather, he said, United States interests lay in preventing external aggression from the north from succeeding.
