1. Editorial Note

The Balkan Pact, formalized by the Treaty of Bled of August 9, 1954, soon became dormant as a result of Yugoslavia’s rapprochement with the Soviet Union, culminating in the visit of Soviet leaders to Belgrade in May 1955, and of the conflict between Greece and Turkey over Cyprus, especially after the anti-Greek riots in Turkey of September 1955. Documentation on the activities of the Balkan Pact during the early months of 1955, including the meeting of the Pact’s Permanent Council of Ministers, February 28–March 3, is in Department of State, Central File 760.5.
