- Authy granted you in JCS 9319692 extended to include authy bring to trial POWs charged with acts of violence against other POWs, taking place subsequent to POW segregation and relocation. You also authorized try POWs who foment or participate in riots or demonstrations which take place subsequent to receipt this msg. Authy re cases involving past riots or demonstrations continues to be withheld.

- No objection ur proposal confer with ofcrs re nominations to comsn. State advised govts concerned in order assist obtaining full cooperation.

- In view of extension authy granted herein careful consideration shld be given to order in which cases are brought trial. In order create more favorable polit atmosphere it has been suggested trials rotate among cases involving acts against UNC psnl, acts committed by Commies and acts committed by anti-Commies against fellow POWs. However, order of trials left to ur discretion.
