Editorial Note
Following the national election on November 4, 1952, the Truman administration began active cooperation with representatives of President-elect Dwight D. Eisenhower to assure a smooth administrative transition. The climax of this cooperation came on November 18, 1952 when the President-elect met with President Truman at the White House. Korea was a prominent issue both in the background papers and proposals leading to the White House meeting, and during the meeting itself.
