The Ambassador in the Soviet Union (Kennan) to the Department of State

top secret

27. Appreciate receiving inf contained Deptel 936, June 301 concerning Zinchenko talks. I am inclined, however, to question whether we wld not be better advised to keep both channels, i.e. Indian-Chi channel and Zinchenko channel, open and active at this stage. This wld give us opportunity to detect any differences of approach between Russ and Chi and a cross-check on any errors of understanding or memory that [Page 374] may slip into the somewhat involved and indirect channel to Chi Commies.

Kennan
  1. In this telegram, the Department of State informed Kennan of the ZinchenkoGross conversation and stated that it did not intend to pursue this channel for fear of “crossing wires” with the Indian-Chinese connection (795.00/6–3052). Regarding this conversation, see telegram 986, p. 364.
