Editorial Note

On August 17, the National Security Council issued NSC 160/1, “United States Position With Respect to Germany,” which had received Presidential approval, subject to certain revisions, on August 13. The portions of this policy statement dealing with the German Democratic Republic were based on the assumptions that the unification of Germany under a government friendly to the West was desirable and that the Soviet position in the Eastern Zone had been materially weakened by the June disturbances.
