On February 24 Secretary of State Dulles made a national address over radio and television giving his analysis of the Berlin Conference. For this address, see Department of State Bulletin, March 8, 1954, pp. 343–347. On March 3 Walter McConaughy, Director of the Office of Chinese Affairs, in an address before the International Affairs Committee of the Women’s National Republican Club, gave his analysis of the significance of the conference.
