Editorial Note
Following his appointment as Secretary of State, John Foster Dulles, along with the newly appointed Director for Mutual Security, Harold E. Stassen, took a 9-day trip to Western Europe, beginning January 31, which included 3 days in Paris. On the afternoon of February 1, Dulles met with the Chiefs of Mission of the Western European Embassies for a briefing on the situation in their respective countries. The following day was entirely devoted to meetings with French officials, including a courtesy call on President Vincent Auriol. The schedule for February 3 included meetings with Lord Ismay, the Secretary-General of NATO, and representatives of the Organization for European Economic Cooperation, as well as attendance at a meeting of the North Atlantic Council.
