Editorial Note
From July 10 to July 14, the Foreign Ministers of the United States, the United Kingdom, and France met in Washington to discuss matters of mutual concern. During the course of these meetings United States and United Kingdom officials held several conversations [Page 995] on problems affecting their interests alone. At the end of the meetings the three Foreign Ministers approved the text of a note to the Soviet Union calling for a four-power meeting on Germany and Austria.
