Editorial Note
To implement the decisions of the Four-Power Conference in London as they pertained to Germany, the Bonn Working Group on the Termination of the Occupation Regime was appointed comprising representatives of the United States, the United Kingdom, France, and the Federal Republic of Germany Beginning on October 8 with daily meetings through October 14, the Working Group met in Bonn to draft the text of the Protocol on the Termination of the Occupation Regime and its related supporting documents, based on the proposals contained in the Final Report of the Working Party on the Termination of Occupation circulated as document NPC (54) 50 of October 2, page 1339. In addition to drafting the text of the Protocol, the Bonn Working Group continued to meet for discussions concerning other matters relating to Germany, such as Allied policy toward the status of Berlin Documentation concerning the meetings of the Bonn Working Group is in Department of State file 762A.0221.
