Editorial Note

On September 8, 1951, the Treaty of Peace with Japan was signed at San Francisco by representatives of the United States, 47 other Allied Powers, and Japan. Neither the Republic of China nor the People’s Republic of China was a participant. Chapter II, Article 2 (b) of the treaty provided that Japan renounce “all right, title and claim to Formosa and the Pescadores” without specifying any recipient of that territory.
