Editorial Note
Originating from a proposal initially made to Vladimir Velebit and later agreed upon during conversations with General Koca Popović during his visit to Washington in May and June, bilateral technical military talks were begun in Washington between military representatives of the United States and Yugoslavia on Monday, August 7. A military delegation from Yugoslavia, comprised of 15 members and headed by Major General Milo Kilibarda and Major General Miloš Šumonja, arrived in New York on August 4 and then proceeded to Washington where talks were begun at the Pentagon 3 days later with the United States delegation, led by Brigadier General George H. Olmsted. No record of these conversations has been found in Department of State files, but the results of these talks were included in the Report of the Department of Defense Joint MDAP Survey Mission for Yugoslavia, September 24.
