177. Eyes only for the Ambassador from Rusk. Oliver Franks handed me ref message (urtel 241)1 at Brit Emb at 3 p. m. Sat. July 8. When handing it to me Franks stated he had received it the day before but had just received a short message from London to go ahead and deliver it. Text of message handed me was in fact dated July 7.I got impression from Franks that FonOf wished us to be thinking about Bevin’s message pending receipt text instruction to Kelly which arrived July 9.2 On basis above, it is clear Bevin’s message was sent at least one day before your meeting with Attlee on Sat. morning.
