Dear Tom: Confirming my telephone conversation with you earlier today, it is the request of the Department of State that for the time being action be suspended on export license applications for IB items destined for mainland China now before you or which may be submitted and upon which favorable action otherwise might be taken. The State Department representative on the R–Procedure Committee has been instructed to take this position.
