We fully concur with Shanghai’s 1528, May 6 to Department and hope it will be possible for Tientsin Consulate personnel personally to perform shipping services for American vessels calling at Taku Bar. We believe we should miss no opportunity including this one, to impress Communists with fact that it is in their own interests for American Consulate to continue [to] function on Chinese soil.
