The Consul General at Hong Kong (Rankin) to the Secretary of State

1050. We are informed by American journalists recently Hainan that there are about 100,000 Nationalist troops in Hoihow area who are refugees from adjacent mainland. Troops are virtually out of control, units mixed and discipline bad, with crimes of violence common.

Chen Chi-tang⁶⁷ informed journalists he lacks rice feed these troops and funds pay them. Has been supporting local government from private funds which are almost exhausted. Has unsuccessfully applied to Generalissimo for help meet this situation.
