the Secretary of State

The Ambassador has the honor to enclose, for the Department’s
information, a copy of a paper recently given to him by President
Rhee42 which purports to set forth the terms of
two agreements allegedly entered into between the Chinese Communists and
the Soviet Union. President Rhee informed the Ambassador that the paper
came to him from a “Chinese source”, presumably the Chinese Ambassador,
Mr. Shao Yu-lin. It appears that the material was handed President Rhee
in the Chinese language and that a Korean translator prepared the
English-language translations enclosed.

It will be observed that the enclosed material concerns what are “termed
“Harbin” and “Moscow” agreements between the Chinese Communists and the
USSR.
The Embassy has no way of passing on the authenticity of the alleged
agreements. It would appear, however, that certain of the provisions set
forth in the agreements have long since been implemented or are now in
the course of being implemented.
Regarding point 13 of the “Harbin” agreement, it may be mentioned that
the Embassy is in receipt of persistent and presumably fairly reliable
reports that two divisions of the Chinese Communist Army in Manchuria,
the 164th and the 166th divisions, composed of 10,000 men each of Korean
descent, have, within the past three months, entered North Korea and are
now stationed in the Sinuiju and Nanam areas in North Korea.

- 1.
- Soviet Russia supports entirely the Communist China in all
diplomatic and military aspects.
- 2.
- Soviet Russia cooperates with the Communist China in the
economic development of North-Eastern area.
- 3.
- The Communist China gives the privilege to Soviet Russia
of the communication by land and air in North-Eastern
area.
- 4.
- Soviet Russia supplies 50 planes of air force to the
Communist China in the long range.
- 5.
- Soviet Russia transfers to the Communist China half of
arms captured from Japanese troops.
- 6.
- Soviet Russia sells various types of arms and its supplies
to the Communist China at a reasonable price.
- 7.
- In Case that a serious situation should occur in
North-Eastern area, leading the Communist China Army to the
risk, they will retreat to Soviet zone taking the road of
North Korea.
- 8.
- Should the Nationalist Army of China succeed to attack and
land the North-Eastern area, Soviet Russia will promptly
assist the red army in secret.
- 9.
- Soviet Russia approves the Communist China Army to
establish air force training institute in Juktap with North
Korea.
- 10.
- The Communist China Furnishes Soviet Russia with
informations regarding to Nationalist China and
U.S.A.
- 11.
- Soy bean, cotton and other products of fuel, necessary in
strategic, after deduction of the demands in its area, will
be sent to Soviet Russia.

- Soviet Russia cooperates with the Communist China to
extend the power of the latter in Sinkiang.
- 13.
- Within the boundaries of Yoryung [Liaotung?] and Kwantung, a special ZONE shall be
established for the station of North Korean Army.

Text of Alleged Soviet-Chinese Communist
Agreement
Moscow Agreement
- 1.
- The Communist China gives priority to Soviet Russia upon
proprietorship of mines in China territory. A Russo-China
joint company will be established and its executive right
will be transferred too.
- 2.
- The Communist China approves the stationing of Soviet
Russia Army in Sinkiang of [and?]
North-Eastern area.
- 3.
- Should world war break out, the Communist China Army will
cooperate with Soviet Russia under the latters supreme
commanding, and the sub-commanding power will be held by the
Communist China Army.
- 4.
- Soviet Russia cooperates with Communist China in the
establishment of Russo-China Air Force jointly.
- 5.
- The organization of the Communist China shall be extended
to the formation in China of the Cominform in the Far
East.
- 6.
- Should war break out in Europe and Soviet Russia becomes a
combat zone, the Communist China despatches an expeditionary
of 100,000 forces and one million labor[er]s to cooperate
with Soviet Russia.

- Soviet Russia supplies army equipments of the latest and
trains 11 corps of the Communist China Army.
