The Chargé in China (Strong) to the Secretary of State

Cantel 1250. TelCan 735, October 26. Department’s reply orally communicated to President Li October 29 through Chu Chang-wei.
Chu stated Li understood possible misinterpretation departure from China at this time and Li was sure to appreciate statement US Government giving careful consideration to use of $75 million.
No indication given by Chu as to next move by Li except that matter had intentionally been kept out of hands of Foreign Office (probably to avoid any leak in event plans dropped).
We believe Li will not proceed US. There is possibility that his approach re trip was intended primarily to sound out US attitude [Page 573] toward him in order assist him in choosing course of action vis-à-vis Generalissimo.
