The Chargé in China (Strong) to the Secretary of State

Cantel 1246. During courtesy call by Rinden40 and myself October 27, Premier Yen Hsi-shan, while avoiding entirely any question US aid, dwelt on historic Sino-American amity and fact US now main friend. He stated efforts by Chinese Government in past had been as practical as an attempt drive an automobile over the ocean. Now Premier declared Chinese Government was exchanging auto for a ship, and if they could not have a steamship they would at least have sailing vessel.

Yen asserted that military methods alone were insufficient to defeat Communists who mobilized entire population. Three main areas [of] endeavor by Nationalist Government in future were to be: (1) teaching people that Communists carrying on class warfare; (2) improving condition of people and (3) removing causes for hatred by the people for their overlords, the upper classes.

Despite appearance of feebleness, Yen showed full mental alertness and at times humor.
