Chou En-lai “Démarche”

I brought the President up to date with respect to the Chou En-lai Démarche and read to him the pertinent sections of our reply.³⁶ He approved this course of action and directs us to be most careful not to indicate any softening toward the Communists but to insist on judging their intentions by their actions.
