1037. Yu Ta-wei, Minister Commerce [Communications], who has been ill, told us today that he wished shortly to reopen question of [Page 798] Hong Kong–Shanghai air traffic. He reiterated that China could not afford to open it upon a Fifth Freedom basis to other countries as well as ourselves.
