In light Cleveland–Gilpatric telephone conversation and discussion with ECA Mission here June 25, Embassy has agreed best wording article IV, paragraph 4 is first sentence recommended for paragraph 4 in Toeca 31 of June 11 and so presented in aide-mémoire today. Embassy likewise now supports ECA strong desire leave article VII, paragraph 5, unchanged, and accordingly has not submitted NAC suggestion paragraph 5 to Foreign Office. Lapham will telegraph ECA from Shanghai detailed supporting views.
