The Chargé in Panama (Hall) to the Secretary of State
756. Embtel 752, December 20.75 While normally all Deputies would wish to be heard on subject, it is anticipated that mob of students in Assembly galleries as well as on street will demand immediate vote today to reject agreement.
After gaining this objective the students, having tasted power, will [Page 946] not be satisfied but will most likely continue agitation for our withdrawal from bases.
I believe we should anticipate this move after rejection by Assembly, by public statement by Department that such is our intention, as previously made clear to Alfaro by Secretary and to Filós by Ambassador Hines, further strengthening our position by an offer to submit interpretation of 1942 agreement to arbitration.
Soldier was stabbed by four students last night in Colón causing extension of off-limits to entire provinces of Colón and Panama. Two Canal Zone employees here also involved in altercation with Panamanians in this city last night. Army is considering withdrawal of six soldiers now on duty at David airport. Topographic crews operating in Darien have all returned to their posts for holidays.
