The Secretary of State to the Embassy in Cuba

The Secretary of State refers to reports originating in Havana, Caracas and Ciudad Trujillo, regarding reported revolutionary plotting [Page 632] in the United States by political exiles of Cuba, Venezuela and the Dominican Republic.
As many of the informants have been of unknown reliability, it has been difficult to evaluate the reports. However, the Department, in conjunction with other agencies of the Government, is making every effort to discover whether or not American laws are being violated by these exile groups.
Should the Government to which you are accredited make inquiry concerning this matter, you are authorized, at your discretion, to inform the Foreign Office of the action being taken by this Government. You may also inform the Foreign Office that, in the event it has any concrete evidences of revolutionary expeditions being planned in the United States, the Department would be glad to receive such information for appropriate action.
A similar instruction has been sent to Caracas and Ciudad Trujillo.
