This is Ecafe 1. Unable comment on doc E/CN.11/33 as not available here. ECAFE terms ref expanded since first meeting now provide [Page 865] consultation control authorities Japan and Korea, and contemplate same status for USAMGIK as for SCAP. Northern Korea and southern Korea should have received invitations identical to that sent SCAP.

In view general Korean situation and impending visit Commission just appointed by GA Dept considers important assert principle that individuals representing control authority in either zone of liberated Korea have status no less independent than individual from conquered Japan. Hence USRep should establish that Sturm78 attends ECAFE in capacity of consultant to the Commission, not as member of or adviser to USDel.
