The Assistant Secretary of State (Hilldring) to the United States Member of the Far Eastern Commission (McCoy)
My Dear General McCoy: On March 13, 1947 the Far Eastern Commission adopted a policy statement on “Allied Trade Representatives in Japan”.90 On receipt of the Directive implementing the decision of the Commission, the Supreme Commander for the Allied Powers sent the following query to the United States Government:
“Are Neutral Nations having missions in Japan authorised trade representatives on same basis as Allied Nations, as outlined in ref radio? If not authorised by ref rad, request such authority be granted as it is considered highly desirable to accord neutral Nations this privilege.”
It is requested that the Far Eastern Commission be informed of this communication. In this connection, the United States Government wishes to propose the following amendments to FEC 088/2, Allied Trade Representatives in Japan:
- 1.
- The Far Eastern Commission establishes as a policy decision the following status for the trade representatives in Japan.
- 2.
- Trade representatives may be appointed to represent any member of the United Nations or other country having an official mission in Japan.
- 3.
- Previous paragraph 2 of FEC 088/2 without amendment.
- 4.
- The functions of the trade representatives defined in this interim document may subsequently be reviewed by the Far Eastern Commission in the light of experience.
