684. Interbank officials would appreciate opportunity discuss with representatives Turk Govt projects to be included in application before it formally presented (urtel 908 Nov 221). Bank has found informal conversations prior to filing of formal application by a govt have proved very useful in avoiding embarrassment both to Bank and govt concerned. You may inform Prime Min that US Govt feels conversations between representatives Turk Govt and Bank should take place initially on an informal basis and that Bank is prepared commence such discussions at convenience of Turk Govt.2
