753. Despite what Bebler1 told me Tuesday (Embtel 734 July 1 repeated Rome 722) I understand Italian Treaty has not yet been ratified by Presidium. Reason given by Foreign Office is that ratification should first be completed for Bulgarian and Hungarian treaties since these are now considered friendly nations.
