86. I am concerned over reaction of American press men in Shanghai over announcement that Executive Headquarters had no authority to act in Manchuria. What was the basis for that announcement? Who do the Commissioners assume will act to settle any sporadic or serious fighting or differences between Chinese factions in Manchuria?
