Please ascertain Iranian Govt’s plans for compliance by May 6 with request embodied in Security Council resolution of Apr 4 “to report to the Council whether the withdrawal of all Soviet troops from the whole of Iran has been completed.” If plans are negative or uncertain, you should make clear to Qavam that US Govt considers that compliance by members of the United Nations with requests of Council is of paramount importance in strengthening effectiveness of that organization. Reply urgently.
