118. The Department has been asked by other agencies to ascertain your views concerning the following points and any others of interest related to the negotiations for sugar, molasses and alcohol:
- 1.
- Present effectiveness of, and future prospects for, Cuban price control for use in consideration of this Government’s justification in undertaking price stabilization program proposed in U.S. memorandum of November 11 last year.61
- 2.
- Present attitude of Colonos toward United States proposal of November 11, as modified perhaps by agreement with Hacendados concerning molasses split.
- 3.
- Adequate realization by Cubans that 3.00 cents is top price.
