The Ambassador in Turkey (Steinhardt) to the Secretary of State

144. The following in translation is the text of the letter referred to.
“Mr. Ambassador, in conjunction with the signature today of the mutual aid agreement, I consider it helpful, in view of the constitutional procedures of the Republic, to point out to Your Excellency that the provisions contained in the said agreement, as in fact the text indicates, may not in any event extend to deliveries made before the date of its signature; these deliveries are to be the subject of consideration at the time of the final determination of the aid furnished by virtue of the Lend-Lease law of May [March] 11, 1941.”25
