Telegram of December [March?] 8 from Consul [at] Tihwa reports that there appears to be no recent change in status of revolt; he states, however, that although Chingho has not fallen it is under attack, that Suilai (on highway 125 miles west of Tihwa) has been raided several times but not invested or taken, and that there may now be some foundation for rumors that Tihwa itself is loosely and lightly surrounded,
