Memorandum by the Secretary of State to President Truman

There is attached the draft of a proposed letter to General Marshall for your signature.34 General Marshall, it is understood, desires something in the form of a directive from you before his departure and [Page 767] the attached letter has been prepared in the Department of State with the thought of meeting General Marshall’s desire.
