Dear Mr. Harriman: In the discussion as to the appointment of the Commission to advise the King of Rumania on the reorganization of Government, it was agreed by the Three Foreign Ministers that instructions should be issued to their representatives on the Commission that in recommending the two representatives of the National Peasant and Liberal Parties the names of Maniu, Bratianu and Lupu should not be included.86

You are hereby instructed to comply with this agreement.
