The Chargé in Brazil (Donnelly) to the Secretary of State

Sir: With reference to the patrolling of the South Atlantic, I have the honor to enclose copy and translation of a self-explanatory communiqué10 issued by the Minister of Marine of Brazil on this subject.
With respect to the convoying of merchant vessels, Admiral Ingram informed the Embassy that the Brazilian Navy was in charge of the last convoy from Brazilian ports to Trinidad. He said that henceforth the Brazilian Navy would be in charge of convoying merchant vessels on the Brazil-Trinidad section of the South Atlantic route.
