The Ambassador in Argentina (Armour) to the Secretary of State

542. Since my talks with Brazilian and British colleagues (see Embassy’s telegrams 534 February 25, 5 p.m.63 and 533 February 25, 4 p.m.64) I have seen Mexican and Chilean Ambassadors.65 Both were in agreement that situation called for consultation by other American Governments on question of recognition of new regime and I understand are so recommending to their Governments. Member of Peruvian Embassy feels the same way. I expect to see Benavides66 today. He returned this morning from Uruguay. Chilean Ambassador read me a telegram to his Government in which he had already raised question of recognition. He was much impressed by Under-Secretary’s statement to the press.67
